BKYI - BIO-key International Showcasing Innovative Public Safety Solutions at 2007 IACP Conference
Monday October 15, 7:00 am ET
BIO-key to Exhibit Full Range of Biometric Identification and Wireless Solutions for Emergency Responders

WALL, N.J., Oct. 15 /PRNewswire-FirstCall/—BIO-key International Inc. (OTC Bulletin Board: BKYI - News), a leader in finger-based biometric identification and wireless public safety solutions, today announced that it will be showcasing its public safety solutions at this year’s International Association of Chiefs of Police (IACP) Conference and Exposition, October 15-17 at the Ernest N. Morial Convention Center in New Orleans, LA (Booth #4748).

BIO-key will be introducing its MobileCop® Navigator at the IACP conference. MobileCop Navigator is an easy to install in-vehicle mapping solution for law enforcement and other public safety agencies. Using Microsoft MapPoint and global positioning system (GPS) data, MobileCop Navigator automatically plots the best route and directions to any location to which the mobile unit is dispatched, thereby enabling officers to arrive at crime scene faster.

BIO-key will also demonstrate its full range of biometric identification solutions including ID-Match(TM) and ID-Mobile(TM). ID-Match provides law enforcement professionals with a browser-based solution for capturing, storing, retrieving and reviewing detailed fingerprints records in the station. ID-Mobile is a wireless identification add-on that uses hand-held devices to capture fingerprints for in-field identification of persons. Attendees to the conference will be given first hand demonstrations of BIO- key’s biometric physical and logical access solutions that deliver the ultimate in convenience and performance.

According to Mike DePasquale, CEO of BIO-key, “The solutions that we are showcasing at IACP demonstrate BIO-key’s ongoing commitment to deliver the most advanced mobile wireless data solutions available today. With our unique capabilities in mobile wireless communications and fingerprint biometrics, we offer a wide spectrum of solutions to improve the efficiency and safety of first responders and the communities they serve. Solutions like MobileCop Navigator not only improve officer efficiency, but also save agencies money, eliminating the need for a large, expensive mapping system to retrieve geographic information. And since location identification and routing calculations are performed on the officer’s laptop rather than a remote external system, law enforcement agencies get substantial savings in wireless bandwidth costs.”

Easton, PA Police Officers Armed With BIO-key(R) Mobile Data Solution Access Information Anytime, Anywhere

Silent, Secure, Information Access Improves Officer Efficiency and Safety

WALL, N.J., Nov. 7 /PRNewswire-FirstCall/—BIO-key International,
Inc. (OTC Bulletin Board: BKYI), a leader in finger-based biometric
identification and wireless public safety, announced the award of a new
contract with the Easton, PA Police Department to provide its patrol units
with MobileCop(R), BIO-key’s leading law enforcement wireless mobile data
solution. With MobileCop, officers can query federal and state databases
directly from laptops in their patrol cars, and without tying up the radio
and a dispatcher, to obtain information on a person or vehicle.
“The officer safety aspect was an important consideration in our
decision,” said Easton Police Chief Larry Palmer. “At a traffic stop, for
example, the officer will be alerted automatically when a MobileCop license
plate check matches a reported stolen vehicle—before he approaches the
driver.”
Easton Police Department joins sixteen neighboring law enforcement
agencies with MobileCop-enabled patrol vehicles currently hosted by the
Northampton County, PA Communications Center. Under the hosting
arrangement, the Communications Center provides a secure virtual private
network (VPN) tunnel between state and federal databases and local
MobileCop users. The VPN is accessible through any broadband or WiFi
network giving each of the participating agencies flexibility in selecting
the carrier or carriers with the best coverage for the respective
jurisdiction.
“A key benefit our solution provides these seventeen agencies is that
they have the option to operate on a variety of public and private carrier
networks,” said Ken Souza, Vice President and General Manager of BIO-key’s
Law Enforcement Division. “All of the 115 MobileCop-enabled police units in
the County can see the same alert as the officer at the scene, which
ensures better backup.”

BIO-key will be demonstrating ID Director for Fusion Middleware(TM)
along with a variety of deployed solutions including retail, government,

enhances Oracle’s market-leading security infrastructure, delivering an
even higher level of security and convenience to Oracle’s identity and SOA
management offerings.
BIO-key continues to offer its WEB-key(R) client software and Software

the obstacle of cost to companies looking to integrate biometric access.
Operating on Oracle Application Servers 9i and 10g and Oracle Database 10g,
WEB-key allows users to positively identify themselves using only their
finger, or to augment another form of identification to comply with two
factor identification protocols. Oracle’s partners and customers alike can
now easily implement biometric identification to secure applications
protected by Oracle Identity Management Platforms including user access to
Single Sign On (SSO) as well as web and application identity management
provisioning applications.
“Companies now have a secure, convenient and cost effective alternative
to comply with government regulations and legislation such as HIPAA,
Sarbanes Oxley, and the Electronic Signatures Act,” commented Mike
DePasquale, CEO of BIO-key International. “BIO-key’s superior flexibility
and accuracy provide organizations with a real competitive advantage that
is a win-win for both the end user and the IT staff responsible for
deploying and supporting ID solutions.”

BIO-key(R) and Tiger IT Awarded a Follow-on Contract for Nationwide Voter / Citizen Registration in Bangladesh

Solution Prevents Duplicate Registrations and Issues Voter Rolls and
National ID Cards

WALL, N.J. and DHAKA, Bangladesh, Nov. 26 /PRNewswire-FirstCall/ --
BIO-key International, Inc. (OTC Bulletin Board: BKYI), a leader in
finger-based biometric identification and wireless public safety, and Tiger
IT BD Ltd. (Tiger IT), a leader in both prepackaged and customized software
solutions, today announced that they have been awarded an exclusive
contract for the biometric-based credentialing solution for the Bangladesh
Voter Registration Project. This solution is being used to prepare voter
rolls and issue national ID cards in preparation for Bangladesh’s general
elections to be held in 2008.

The initial implementation of the solution has successfully registered
and issued national ID cards for nearly 5 million people and demonstrated
the creation of local voter rolls for the election. The registration
process, which is designed to be convenient for citizens, incorporates a
timesaving pre-registration step as well as scheduled appointment times to
enroll each citizen’s biometric information including photograph, four
fingerprints and signature. The biometric enrollment process takes about 5
to 6 minutes per person.

“Tiger IT’s implementation of WEB-key(R) performed above expectations.
Operating at more than 1 million matches per second on a single processor,
it accurately identified duplicate registrations,” said Ziaur Rahman,
Managing Director of Tiger IT. “This performance, combined with the
outstanding methodology developed by the Bangladesh Army to collect and
process the data, sets the stage to complete the nationwide registration by
the summer of 2008.”

Beyond establishing more accurate voter rolls to facilitate the
upcoming election in 2008, the ability to verify one’s identity provides
significant benefits in the course of each citizen’s daily life. For
example, the National ID card is used by each citizen to access up to 22
different services managed or offered by the government. The National ID
card also includes a standard barcode encoded with ISO fingerprint
templates and PKI digital hash that can be used to quickly verify the
identity of the cardholder and the integrity and authenticity of the ID
card.

“Tiger IT, BIO-key and Cognitec, in fulfilling their technical promises
in the first phase, have demonstrated they can ensure high quality
enrollment data by deploying a powerful identity management solution that
delivers accurate, high-speed alias detection on a large scale,” commented
Major General Shafiq, Military Secretary of the Bangladesh Army. “Their
expertise will be valuable as we begin the nationwide rollout of the
solution.”

This next phase of the project, scheduled to begin in November, will
register up to 100 million people, making it the largest biometric
enrollment initiative in the world. This will involve more than 20,000
personnel, 500 ID management servers developed by Tiger IT, and over 8,000
laptop computers equipped with Tiger IT enrollment software, BIO-key’s
fingerprint ID software and FBI certified fingerprint readers. BIO-key’s
WEB-key development platform will be used in stages to detect duplicate
registrations.

"BIO-key is pleased to assist Bangladesh to produce voter rolls and
identity cards,” stated Michael DePasquale, President and CEO of BIO-key.
“The consistency and reliability of our VST and WEB-key platforms,
including our Intelligent Image Indexing(TM) technology, have been
instrumental in the deployment of this large scale national initiative to
register voters and detect duplicates to ensure a free and fair election.
This contract award is a major inflection for our company and a validation
of the technologies that we have developed over the past 10 years.
BIO-key’s large scale ID platform is now being considered for a host of
additional projects around the world as we are able to provide superior
accuracy, speed and scalability with minimal hardware infrastructure.”

Wireless Public Safety Solution From BIO-key(R) and DaProSystems Links Virginia Law Enforcement Agencies

Harrisonburg, VA Police Launch Multi-agency Data Interoperability System

WALL, N.J., Dec. 3 /PRNewswire-FirstCall/—BIO-key International,
Inc. (OTC Bulletin Board: BKYI), a leader in finger-based biometric
identification and wireless public safety solutions, and its partner,
DaProSystems today announced a contract award from the Harrisonburg, VA
Police Department for a mobile data solution. Harrisonburg’s police
department has successfully used DaProSystems’ public safety system records
management system (RMS) software since 1999.

Harrisonburg is deploying MobileCop(R), BIO-key’s wireless query and
messaging solution and DaProSystems’ Mobile FR field reporting tool in
laptops across the police department’s patrol vehicle fleet. With this
newly integrated system, patrol officers will be able to communicate
silently and securely with the dispatch center, query state and federal
criminal justice databases, and complete and submit field reports on-scene
from within their vehicles.

“Allowing officers to obtain information on outstanding arrest warrants
and stolen vehicles directly without the assistance of a dispatcher—and
enabling them to complete incident reports while in the field rather than
the station—will make our entire department more productive and
effective,” said Captain Dan Claytor of the Harrisonburg Police Department.

The current contract is the first phase in the development of a planned
regional mobile data system. When the rollout is completed, the regional
dispatch center, using DaProSystems’ computer aided dispatch (CAD)
software, will be able to monitor and deploy the status of MobileCop and
PocketCop-enabled police, fire and rescue units throughout Harrisonburg
County.

“Ultimately this will give us an interoperable data communications
system that will help us get the right resources we need to respond to any
incident anywhere in the County,” said Lieutenant Kurt Boshart of the
Harrisonburg Police Department.

“We’re pleased that Harrisonburg has selected BIO-key for its first
mobile data system and joined the growing number of law enforcement
agencies in Virginia benefiting from the seamless integration of our
products with DaProSystems Public Safety Software solutions,” said Ken
Souza, Vice President and General Manager of BIO-key’s Law Enforcement
Division.

New Jersey Police Agencies Choose BIO-key(R) for Mobile Data System Replacement

More Than 90 New Jersey Law Enforcement Agencies Now Use MobileCop(R)
Solution

WALL, N.J., Dec. 6 /PRNewswire-FirstCall/—BIO-key International,
Inc. (OTC Bulletin Board: BKYI), a leader in finger-based biometric
identification and wireless public safety solutions, today announced the
awarding of contracts with North Caldwell and Essex Fells Police
Departments for MobileCop, BIO-key’s mobile data software for in-vehicle
laptops. North Caldwell and Essex Fells police departments have replaced
their mobile data software with BIO-key’s MobileCop solution for immediate
access to state and national data on stolen vehicles, warrants and wanted
persons. As a result of these two new contracts, BIO-key now provides its
MobileCop software to more than ninety New Jersey law enforcement agencies.

Timely and efficient implementation and enhancing the productivity of
its officers were key factors for the North Caldwell Police Department in
their selection of BIO-key. “We had MobileCop installed and our officers
trained in one day,” said Chief Joseph F. Clark. “This made the transition
from our previous mobile data software provider smooth and seamless.”

North Caldwell and Essex Fells utilization of MobileCop is hosted by
the Hanover Township Police Department, which is a BIO-key customer and
MobileCop user. Under this arrangement, Hanover is sharing its connection
to state and federal databases with both of the new customer agencies.

‘By utilizing a hosted approach, MobileCop becomes an affordable way
for even the smallest local police force to provide its officers with
mobile data,” stated Ken Souza, General Manager of BIO-key’s Law
Enforcement Division. “The willingness of our long-term customers, such as
Hanover, to serve as hosts attests to the value our mobile data solutions
provide in ensuring that police officers are able to perform their jobs
more efficiently and in a safer working environment.”

Pennsylvania County Expands BIO-key(R) Contract for Mobile Data System

28 Lancaster County Police Departments Now Using MobileCop(R) and
PocketCop(R)

WALL, N.J., Dec. 10 /PRNewswire-FirstCall/—BIO-key International,
Inc. (OTC Bulletin Board: BKYI), a leader in finger-based biometric
identification and wireless public safety, announced today the award of an
$81,000 mobile data software contract from Lancaster County, PA. The
contract award covers additional licenses for MobileCop(R) as well as new
licenses for PocketCop(R). MobileCop is a wireless law enforcement query
and messaging solution used in police vehicles while PocketCop is a
complementary solution deployed on BlackBerry smartphones and other
handheld devices. As a result of this new award, PocketCop has now been
extended to five new agencies in Lancaster County including the East
Hempfield Township Police Department.

“By deploying MobileCop and PocketCop, our officers are now able to get
their hands on information immediately and efficiently,” said Officer A. J.
Lombardo of the East Hempfield Township Police Department. “Our officers
don’t have to clog up the radio system and can more effectively perform
investigations on-scene. We have also experienced a reduction in radio
traffic and have increased traffic enforcement now that our officers have
the availability of registration and license checks at their fingertips.”

East Hempfield Township Police is one of twenty-eight local law
enforcement agencies in the County using MobileCop and PocketCop through a
hosting service operated by the Lancaster County government that allows
participating departments to share data with one another. “The enhanced
ability to communicate with other agencies has enabled us to pass on
important information to other departments during major incidents
efficiently,” noted Officer Lombardo. “The information can be sent out
directly on-screen to all users rather than a one-time voice announcement
that might not be heard by each officer.”

“Lancaster County is just one of many BIO-key customers nationwide that
have successfully implemented a hosting service,” said Ken Souza, Vice
President and General Manager of BIO-key’s Law Enforcement Division. “In
addition to enabling a more effective inter-agency emergency response,
centralizing the communications infrastructure makes mobile data more
affordable and easier to manage, especially for smaller departments.”

BIO-key(R) Mobile Data System Selected by Iowa Fire Department

MobileRescue(TM) Key to Inter-agency Information Sharing with Police in
Dubuque

WALL, N.J., Dec. 17 /PRNewswire-FirstCall/—BIO-key International,
Inc. (OTC Bulletin Board: BKYI), a leader in finger-based biometric
identification and wireless public safety solutions, today announced a
new-customer contract award from the City of Dubuque (Iowa) Fire Department
for MobileRescue(TM), BIO-key’s wireless messaging and data exchange
solution for fire and emergency response.

By utilizing MobileRescue, Dubuque’s Fire Department personnel are now
better able to track, deploy and manage resources using laptops --
installed in the agency’s ambulances and command vehicles—as well as
desktop computers used by shift commanders. MobileRescue also allows
Dubuque County’s 911 Center to quickly and efficiently dispatch fire
apparatus and rescue units to incidents and to communicate with responders
while en route and on scene.

“Dispatchers love it,” said Assistant Fire Chief Rick Steines. “With
MobileRescue’s interface to the county’s computer aided dispatch (CAD)
system, they know the current status of every unit. Additionally they’re
not tying up our tactical voice radio channels sending address and other
information, which is now available to the responder on their screen.”

A key factor behind Dubuque’s selection of BIO-key’s MobileRescue was
that the solution enables the city’s fire and rescue agencies to
communicate with its police officers who also respond to most calls for
service. Dubuque’s Police Department has been a user of MobileCop(R),
BIO-key’s wireless law enforcement messaging and query solution, since
1994. Now all City fire, rescue and police personnel can share information
with each other silently and securely to respond to an emergency call.

“Many jurisdictions that use MobileCop for law enforcement have
discovered that adding MobileRescue for their fire and rescue agencies
typically improves the efficiency and effectiveness of their first
responders,” said Michael DePasquale, President and CEO of BIO-key.
“Deploying both solutions ultimately reduces ongoing IT support costs,
generates additional savings in initial training and enables inter-agency
information sharing while giving each department its own solution
specifically designed to meet its unique needs.”

Missouri Police Department Introduces Electronic Traffic Citations

- E-Ticketing Solution from BIO-key and Advanced Public Safety Minimizes
Officer Risk, Reduces Cost and Increases Accuracy -

WALL, N.J., and DEERFIELD BEACH, Fla., Jan. 10 /PRNewswire-FirstCall/
-- BIO-key International, Inc. (OTC Bulletin Board: BKYI), a leader in
finger-based biometric identification and wireless public safety solutions,
and Advanced Public Safety (APS), a leading provider of electronic
ticketing software for public safety agencies, announced today that the
Neosho, Missouri Police Department has chosen the companies to provide the
agency with a complete electronic traffic citation system.

Since 1999, Neosho Police Department patrol officers have used
MobileCop(TM), BIO-key’s wireless law enforcement query and messaging
solution. At traffic stops, the solution allows officers to check federal
and state databases for any stolen vehicle or outstanding warrant alerts
and to obtain other relevant information on the vehicle and driver.
Previously, officers had to manually transcribe driver and vehicle
registration information from the MobileCop laptop screen in their patrol
cars onto hard copy traffic warning and citation forms.

With the APS QuickTicket(TM) software integrated within BIO-Key’s
MobileCop solution, Neosho officers will have a system that eliminates
handwritten forms and uses unique APS software capabilities to
automatically move MobileCop query response data to electronic forms --
significantly reducing data entry while improving accuracy.

At a traffic stop, the officer enters the violator’s information into
the MobileCop application to obtain background information from available
national, state, and local databases. The APS QuickTicket software then
auto-populates the requisite information from the mobile query database
files directly onto the agency’s citation forms. The officers print a copy
of the citation for the violator, and electronically transfer the data to
be automatically uploaded to police department and city court databases,
which reduces the manual data entry process.

“The system eliminates re-keying information two or three times,
improving overall efficiency. It also allows our officers to clear traffic
stops faster, which improves safety on the roadside,” said Neosho Police
Chief Dave McCracken.

“Law enforcement agencies can benefit from electronic traffic citation
solutions to increase efficiency by reducing the time required for roadside
traffic stops, eliminating redundant manual data entry, and decreasing the
number of tickets dismissed by courts because they are incomplete,
inaccurate or illegible,” added Jack Siney, Chief Operating Officer of
Advanced Public Safety. “A key factor in the selection of BIO-key and APS
was our record of successfully integrating our solutions for other
MobileCop customers, including the Montgomery County Police Department in
Maryland and the Saginaw County Sheriff’s Dispatch Center in Michigan.”

Mike DePasquale, President and CEO of BIO-key added, “By partnering
with APS we can deliver a superior solution that not only reduces overall
costs of operation, but also improves officer safety and the accuracy of
data entry. Law Enforcement agencies implementing this solution immediately
benefit from more timely and accurate information.”
