San Diego Harbor Police Deploy BIO-key(R) Automated Vehicle Location System
Solution Improves Officer Situational Awareness
WALL, N.J., March 3 /PRNewswire-FirstCall/—BIO-key International,

identification and wireless public safety solutions, today announced the
award of a contract from the San Diego Harbor Police Department (San Diego
Harbor PD) to deploy BIO-key’s automated vehicle location (AVL) capability
in its patrol vehicles. San Diego Harbor PD, a BIO-key customer since 2000,
has primary public safety and homeland security responsibility within the
San Diego Unified Port District, which includes cargo and cruise ship
terminals and the San Diego International Airport, as well as law
enforcement and marine firefighting in San Diego Bay.
Under the new contract, AVL is now integrated with BIO-key’s
MobileCop(R) mobile data software, allowing vehicle location data to be
automatically transmitted to San Diego Harbor PD’s Homeland Security
geographic information system (GIS). “The use of MobileCop and its AVL
capability has been critical to our GIS deployment,” said Thomas Lockwood,
a member of the San Diego Port Information Technology Department. “We are
using MobileCop to provide our GIS system with patrol vehicle locations,

MobileCop(R) Software Is Force Multiplier for Shelbyville Police Department

award of a contract from the Shelbyville, IN Police Department
("Department") for the Department’s first mobile data system. Using
MobileCop(TM) software, BIO-key’s wireless messaging and query solution,
officers on the road have instantaneous access from in-car laptops to state
and federal law enforcement and motor vehicles databases. Shelbyville joins
the Indiana State Police and more than forty other municipal and county law
enforcement agencies in the state already using MobileCop.
The MobileCop implementation is especially timely, with the imminent
opening of the Indiana Live! Casino in Shelbyville. When completed, the
casino will be open 24 hours a day, seven days a week. As the closest
casino to Indianapolis, less than 30 miles away, it is expected to
dramatically increase traffic and other law enforcement-related activity
for the Department’s patrol officers and its dispatch center staff.
With MobileCop in their vehicles, patrol officers can check vehicle

County-wide MobileCop(R) System Expands to Support 18 Public Safety
Agencies
WALL, N.J., April 21 /PRNewswire-FirstCall/—BIO-key International,

identification and wireless public safety solutions, today announced the
award of a contract from the Erlanger (Kentucky) Police Department ("the
Department") for additional MobileCop licenses. The contract will enable
ten new public safety agencies in Kenton County (Kentucky) to join the
county-wide mobile data system managed by the Department’s 911
Communications Center. With MobileCop, police officers and other first
responders in the field have access to critical federal, state and local
information directly from laptops in their vehicles. MobileCop also
provides first responders the ability to send incident updates and alerts
to commanders and other mobile units directly from their laptop. The data
system will serve a total of eighteen agencies in twelve Kenton County
communities—and more than 160 mobile users—upon activation on May
1st, 2008. Additional agencies are expected to join in the future.
MobileCop is linked to a computer-aided dispatch (CAD) system located
within the Department’s 911 Communications Center. Detailed information
from a 911 call for service from any participating community can be
transmitted directly to the nearest available patrol unit in that

BIO-key(R) Reports First Quarter 2008 Results
Continued Growth in Biometrics Business in First Quarter
WALL, N.J., May 15 /PRNewswire-FirstCall/—BIO-key International,
Inc. (OTC Bulletin Board: BKYI), a leader in wireless public safety and
finger-based biometric identification solutions, today announced its
financial results for the first quarter ended March 31, 2008.
2008 First Quarter Consolidated Results
Total revenue from continuing operations for the three months ended
March 31, 2008 was $2.5 million representing a decrease of 3.8% from the
$2.6 million reported for the quarter ended December 31, 2007.
BIO-key’s gross margin for the first quarter of 2008 was 82.6% compared
to 85.6% for the previous quarter. Operating expenses from continuing
operations for the first quarter of 2008 remained flat at $3.0 million
compared to the quarter ended December 31, 2007. BIO-key’s operating loss
from continuing operations for the first quarter of 2008 increased by $0.3
million to ($0.9 million) from ($0.6 million) reported in the previous
quarter.
“Our quarterly results continue to reflect growing demand in our
biometrics business which we began to see several quarters ago,” said
Michael DePasquale, BIO-key’s Chief Executive Officer. “During the first
quarter of 2008, the Company recognized revenue on several large commercial
biometric orders, as well as from an international voter registration

BIO-key’s net loss was ($0.9 million) for the first quarter ended March
31, 2008 compared to a net loss of ($0.6 million) for the fourth quarter of
2007. The first quarter 2008 net loss per share was ($0.02) compared to a
net loss per share of ($0.02) for the previous quarter.
Liquidity and Capital Resources
Consolidated cash and cash equivalents at March 31, 2008 was $0.6
million. In addition, the Company held approximately $0.2 million in
restricted cash at the conclusion of the first quarter of 2008.

BIO-key(R) Awarded $2 Million Biometric Contract by Multi-National Company

has been awarded a $2 million contract to integrate its biometric
technology with a large multi-national technology company. BIO-key will
license components of its VST(TM) finger matching software to be used on

Under the terms of the license agreement, BIO-key received a $2 million
order for software licenses that will be delivered during the second and

Solution Prevents Duplicate Registrations and Issues Voter Rolls and National

BIO-key International, Inc. (OTC Bulletin Board: BKYI), a leader in finger-
based biometric identification and wireless public safety, and Tiger IT BD
Ltd. (Tiger IT), a leader in both prepackaged and customized software
solutions, today announced that their deployment of a biometric-based
credentialing solution for the Bangladesh Voter Registration Project is
scheduled to conclude at the end of this month. This exclusive contract was
implemented in 2007, in order to prepare voter lists and issue national ID
cards, in preparation for Bangladesh’s general elections to be held in
December of 2008.
To date, the solution has successfully registered and issued national
ID cards for more than 75 million people and was the basis for the creation
of local voter lists for the upcoming election. The registration process
takes no more than six minutes and incorporates scheduled appointment times
to enroll each citizen’s biometric information. The enrollment data
includes four fingerprints, captured with BIO-key’s fingerprint ID software
and FBI- certified fingerprint readers. BIO-key’s WEB-key development
platform was utilized to detect duplicate registrations. Additionally, the
solution employed 500 ID management servers developed by Tiger IT and over
8,000 laptop computers equipped with Tiger IT enrollment software. The
biometric enrollment process has generated more than 300 million ISO
fingerprint templates, making it the largest biometric deployment ever
recorded.
